Such poignant storytelling. But you don’t know what happened to the baby or the mother. Maybe the grandmother, or someone else, came along soon after you and scooped the pair up and took them home. It was so kind of you to leave them groceries.
I don't think you need to consider whether you did the right thing for this child... a heart, a tad of kindness, whether a toddler, adult, the elderly, folks on the street, you acknowledged another human with kindness, and that is good!
